I think it's a coding thing.
This Forum is a vBulletin Forum (the old one was a php one).
If you look at
http://www.vbulletin.com/forum/ (which I think epitomises what our Forum could look like - which it should do, since they created it), you can see how the Forum Tools, etc. are supposed to look/function.
I've already added this to my list of jobs for the developer, along with the fact that you can't link to a User's Profile from within a post unless you open a new tab. These will be top priority - although I don't yet have a completion date.
I'm also going to go through that vBulletin Forum and see what else I can request.
