If a Villain is not as interesting as the Superhero then the interest in the Superhero taking him/her down is almost non-exsitent.
Batman: The Dark Knight was made by Heath Ledgers 'Joker' because he was so sick and masterful that Batman taking him down was much more of a challenge, that ultimately made for a more interesting story.
If it had been the other way around, Batman would be so hard to relate to at his core and with comic books/films that would be counter-productive.
At points in the new Amazing-Spiderman, it's the lack of an interesting Villain that makes the main-plot fall flat, especially in comparison to some of Nolans evil creations.
