A noir-tinged Brit crime thriller that’s mostly sustained by its stars, led by a suave-as-ever Herbert Lom as the criminal mastermind behind a plan to weld all London’s protection-racket gangs into a syndicate. The script plods, with reams of no-shit-Sherlock exposition, and the whole affair’s a little too polite to measure up to the tough American B-movies that it’s aiming to emulate. Still, the location shooting offers some fascinating glimpses of London just before the ’60s started swinging.
